BackgroundThe Health Research Council of New Zealand is the first major government funding agency to use a lottery to allocate research funding for their Explorer Grant scheme. This is a somewhat controversial approach because, despite the documented problems of peer review, many researchers believe that funding should be allocated solely using peer review, and peer review is used almost ubiquitously by funding agencies around the world. Given the rarity of alternative funding schemes, there is interest in hearing from the first (...) cohort of researchers to ever experience a lottery. Additionally, the Health Research Council of New Zealand wanted to hear from applicants about the acceptability of the randomisation process and anonymity of applicants.MethodsThis paper presents the results of a survey of Health Research Council applicants from 2013 to 2019. The survey asked about the acceptability of using a lottery and if the lottery meant researchers took a different approach to their application.ResultsThe overall response rate was 39%, with 30% from applicants in the years 2013 to 2018, and 68% for those in the year 2019 who were not aware of the funding result. There was agreement that randomisation is an acceptable method for allocating Explorer Grant funds with 63% in favour and 25% against. There was less support for allocating funds randomly for other grant types with only 40% in favour and 37% against. Support for a lottery was higher amongst those that had won funding. Multiple respondents stated that they supported a lottery when ineligible applications had been excluded and outstanding applications funded, so that the remaining applications were truly equal. Most applicants reported that the lottery did not change the time they spent preparing their application.ConclusionsThe Health Research Council’s experience through the Explorer Grant scheme supports further uptake of a modified lottery. BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)

ABSTRACTThis article examines how Christians who had been deprived of the direct sponsorship of the state articulated their claims for political and religious freedom. I examine four cases from the fifth and sixth century in the Eastern Roman Empire and Sasanian Iran. Here I argue that Scriptural models provided an important reservoir of political ideas that could be used by clerics to undermine state authority, whether to underscore the conditional nature of Roman claims to authority or to deny an equality (...) of religious freedom to non-Christian co-citizens. David Lewis [1988; 1996] canvases an anti-Humean thesis about mental states: that the rational agent desires something to the extent that he or she believes it to be good. Lewis offers and refutes a decision-theoretic formulation of it, the 'Desire-as-Belief Thesis'. Other authors have since added further negative results in the spirit of Lewis's. We explore ways of being anti-Humean that evade all these negative results. We begin by providing background on evidential decision theory and on Lewis's negative results. We (...) then introduce what we call the indexicality loophole: if the goodness of a proposition is indexical, partly a function of an agent's mental state, then the negative results have no purchase. Thus we propose a variant of Desire-as-Belief that exploits this loophole. We argue that a number of meta-ethical positions are committed to just such indexicality. Indeed, we show that with one central sort of evaluative belief--the belief that an option is right--the indexicality loophole can be exploited in various interesting ways. Moreover, on some accounts, 'good' is indexical in the same way. Thus, it seems that the anti-Humean can dodge the negative results. (shrink)

Fodor & Pylyshyn (1981) criticize J. J. Gibson's ecological account of perception for failing to address what I call the 'correlation problem' in visual perception. That is, they charge that Gibson cannot explain how perceivers learn to correlate detectable properties of the light with perceptible properties of the environment. Furthermore, they identify the correlation problem as a crucial issue for any theory of visual perception, what I call a 'primary problem'—i.e. a problem which plays a definitive role in establishing the (...) concerns of a particular scientific research program. If they are correct, Gibson's failure to resolve this problem would cast considerable doubt upon his ecological approach to perception. In response, I argue that both Fodor & Pylyshyn's problem itself and their proposed inferential solution embody a significant mistake which needs to be eliminated from our thinking about visual perception. As part of my response, I also suggest a Gibsonian alternative to Fodor & Pylyshyn's primary problem formulation. (shrink)

Few musical works loom as large in Western culture as Richard Wagner's four-part Ring of the Nibelung. In Finding an Ending, two eminent philosophers, Philip Kitcher and Richard Schacht, offer an illuminating look at this greatest of Wagner's achievements, focusing on its far-reaching and subtle exploration of problems of meanings and endings in this life and world. Kitcher and Schacht plunge the reader into the heart of Wagner's Ring, drawing out the philosophical and human significance of the text and (...) the music. They show how different forms of love, freedom, heroism, authority, and judgment are explored and tested as it unfolds. As they journey across its sweeping musical-dramatic landscape, Kitcher and Schacht lead us to the central concern of the Ring--the problem of endowing life with genuine significance that can be enhanced rather than negated by its ending, if the right sort of ending can be found. The drama originates in Wotan's quest for a transformation of the primordial state of things into a world in which life can be lived more meaningfully. The authors trace the evolution of Wotan's efforts, the intricate problems he confronts, and his failures and defeats. But while the problem Wotan poses for himself proves to be insoluble as he conceives of it, they suggest that his very efforts and failures set the stage for the transformation of his problem, and for the only sort of resolution of it that may be humanly possible--to which it is not Siegfried but rather Brünnhilde who shows the way. The Ring's ending, with its passing of the gods above and destruction of the world below, might seem to be devastating; but Kitcher and Schacht see a kind of meaning in and through the ending revealed to us that is profoundly affirmative, and that has perhaps never been so powerfully and so beautifully expressed. This paper explores the relationship between phenomenal properties and intentional properties. In recent years a number of philosophers have argued that intentional properties are sometimes necessitated by phenomenal properties, but have not explained why or how. Exceptions can be found in the work of Katalin Farkas and Farid Masrour, who develop versions of reductionism regarding phenomenally-necessitated intentionality (or "phenomenal intentionality"). I raise two objections to reductive theories of the sort they develop. Then I propose a version of primitivism regarding phenomenal (...) intentionality. I argue that primitivism avoids the pitfalls of reductionism while promising broad explanatory payoffs. (shrink)

Employing categories derived from the philosopher of science Imre Lakatos, this essay analyzes the theological thought of Wolfhart Pannenberg, with the aim of showing that he is engaged in a research program that takes seriously the various sciences and their understanding of the world on the one hand and the traditions of Christian faith and theology on the other. The course of the argument demonstrates that Pannenberg's thought extends comprehensively to provide a conceptuality that centers on the phenomena of contingency (...) and field and encompasses nearly every realm of science and the breadth of biblical and theological traditions. Heuristics are necessary but far from sufficient explanations for moral judgment. This commentary stresses: (a) the need to complement cold, cognitive-economizing functionalist accounts with hot, value-expressive, social-identity-affirming accounts; and (b) the importance of conducting reflective-equilibrium thought and laboratory experiments that explore the permeability of the boundaries people place on the “thinkable.”.

The current Ebola virus epidemic in Western Africa appears to be spiraling out of control. The worst-case projections suggested that the unchecked spread could result in almost 1.4 million cases by the end of January 2015 with a case fatality rate of at least 50%. The United States and European nations have begun to respond in earnest with promises of supplies, isolation beds, and trained health care personnel in an effort to contain the epidemic and care for the sick. However, (...) there is neither a vaccine nor specific treatment for Ebola infection, and therapy is ideally centered on supportive care. I have previously argued that the provision of palliative care is obligatory during an overwhelming health catastrophe, notably pandemic influenza. Since affected Ebola patients have best outcomes with technologically advanced intensive care—resources in scarce supply in the area—I suggest that the only acceptable approach to large numbers of very sick, dying, and suffering Ebola patients who overwhelm the reso.. This study empirically examined the views of Certified Internal Auditors (CIAs) concerning the role of Code of Ethics for members of the Institute of Internal Auditors. It is a continuation of an earlier study which examined the usefulness of the Code to CIAs. Among the questions asked were what is the primary reason for the Code of Ethics, how useful is it, have you used it, should more enforcement actions be taken against members who violate the Code, and what are (...) the legal and moral responsibilities of the CIA to report serious ethical violations, e.g., environmental pollution, to outsiders when top management and the board of directors are aware of the matter but are not doing anything to correct it. The results indicate strong support for the Code, its enforcement, and use as an instrument to encourage the internal flow of ethical behavior by embers and others. (shrink)

Difficulties in getting participants in agricultural research policy disputes to work fairly with four different and sometimes conflicting normative viewpoints might be lessened by attending to the deeper cultural differences that lie behind differences of normative view. Mediation of policy disputes might work better if cultural differences were better understood and described impartially. By treating deep differences as ideological, in a non-pejorative sense, descriptions can forestall impulses to combat, improve communication, and open fresh prospects for compromise without attempting to change (...) people's basic thinking. This chapter argues that the encroachment of advocacy in certain disciplines has undermined their credibility, and that this trend is largely due to uncritical acceptance of relativist epistemologies such as social constructivism. Examples are cited from anthropology, educational theory, law, the sociology of science, and women’s studies. It is suggested that practices in the natural and historical sciences, as contrasted to the attributes of pseudoscience, provide guidelines for both university scholarship and the public debate essential to democracy.

Opponents of Humean skepticism about practical reason do not normally exploit his idea that beliefs can only serve the aims we have. Many have used that idea to argue in favour of Humean skepticism. Others have denied that it supports Humean skepticism. I argue that we need to use this idea. It is only by embracing the so-called Humean Theory of Motivation that we can truly see where Hume went wrong.

A defense of the modern family, in historical perspective, this book reconstructs political theory with the family in an important and honorable place. By reviewing critically both traditional and contemporary thought on the most special relationships—as well as current public policy issues relating to them—the author addresses concerns shared by professional and lay constituencies. Noting Tocqueville's observation of the American obsession with reevaluating and remodeling the family, Professor Abbott pleads for a balanced view. The development of liberal ambivalence toward the (...) family, along with radical hostility toward it, is clearly traced. For the most part the family was safely incorporated into political theory from Aristotle to Cicero and onward to Augustine and Aquinas until modern times. Then came the challenges of the rational individualists and the romantic individualists, followed by the attacks of social and psychological radicals. Some traditional criticisms of the family are shown to be soundly based, albeit less devastating than the critics supposed. As expanded in contemporary life, however, the great critics' revisionist models take on a fantastic quality. Here we are introduced to pleas for the "eroticization of children" and for freedom from "tyranny of reproductive biology." Proposals for new bureaucratic support structures appear with great frequency: professional guardians, children's camps, cloning hospitals. And people try to act out the roles prescribed for them by theorists who attempted "to set the solitary in new and different units." Liberals and radicals, the author argues, are infatuated with a "rights model," which "takes as its basis self-sufficient rational human beings"—at the expense of "solidarity among human beings." A tradition exists, Professor Abbott holds, that facilitates reconciliation between the modern family and the political order: pluralism. Pluralism is an attempt to balance individual autonomy and mutuality, decentralization and stratification, reform and tradition, reason and sentiment. Public policy in respect to schools, housing, health care, working conditions, and recreation should be designed to foster a pluralistic family-centered society. In line with this thesis the author offers a fresh perspective on such burning issues as abortion, sexual preference, alternative lifestyles, child abuse, and children's rights. _The Family on Trial _therefore is relevant to the concerns of social and behavioral scientists, the helping professions and the clergy, teachers and parents.
